CDFA moves to make Cotton Jassid exterior quarantine permanent
CDFA proposes to permanently adopt the emergency Cotton Jassid (two-spotted leafhopper) exterior quarantine under 3 CCR Section 3290, with a written comment period closing August 31, 2026. Existing law (FAC section 5311) allows a civil penalty of up to $2,500 for each violation of the regulation.
